The Pambansang Pabahay Para sa Pilipino (4PH) Program is the Philippine government's national flagship housing initiative aimed at addressing the country's significant housing backlog by building millions of affordable, decent, and sustainable homes for low-income and informal settler families.
The program, launched in September 2022 and formalized as the flagship program by Executive Order No. 34, s. 2023, aims to build one million housing units annually. It is a strategic shift from traditional horizontal housing, focusing instead on high-density, vertical developments (condominiums) within functional townships that include amenities and access to essential services like schools, hospitals, and markets.
Key Features
Goal: To achieve "zero informal settlers by 2028" and build a total of 6 million homes.
Implementation: Led by the Department of Human Settlements and Urban Development (DHSUD) in partnership with government financial institutions like the Pag-IBIG Fund and private developers and contractors.
Affordability & Subsidies: The program provides interest and other subsidies to significantly reduce beneficiaries' monthly amortizations. Qualified Pag-IBIG members can receive a special housing loan with an interest rate as low as 3% per annum for the first 10 years (for a limited number of early borrowers), substantially lower than market rates.
Community Development: Projects are designed as self-sufficient communities with features like open spaces, parks, playgrounds, swimming pools, and covered basketball courts to ensure improved living conditions and a holistic environment.
Land Use: The program prioritizes the use of idle or underutilized government-owned lands for development to maximize urban space efficiently.
Who Can Avail of the Program?
The 4PH program is primarily for Filipino citizens who are first-time homebuyers and do not own any real property. Priority beneficiaries include:
Informal Settler Families (ISFs)
Low-income earners and minimum wage earners
Government employees
Overseas Filipino Workers (OFWs)
Income ceilings apply for eligibility for the lowest interest rates, for instance, not exceeding approximately PHP 47,855 in Metro Manila.

What is 4PH Program?
Qualifications
To qualify for the Pag-IBIG Housing Loan for the Expanded 4PH, you must meet the following qualifications:
A first-time homebuyer/grantee
Has an income less than:
Php 47,855.82 (if working in NCR)
Php 34,685.82 (if working outside NCR)
Active Pag-IBIG member with at least 12 months Pag-IBIG savings
Not more than 65 years old at the date of loan application and is not more than 70 years old at the date of loan maturity
Legal capacity to acquire and encumber real property
Has passed satisfactory background/credit and employment/business checks
No outstanding Pag-IBIG Short-Term Loan (STL) in arrears at the time of application
No Pag-IBIG housing loan foreclosed, cancelled, bought back, or voluntarily surrendered
